Default voltage issue.....

I have an 87 fox mustang and well i took my battery and when on a fishing trip and when i got back and charged the battery and then i replaced it in the car, now the wire that accuates the fuel pump relay and goes to the ignition switch is only reading 5.3 volts so its not accuating the fuel pump relay or the ignition switch? anyone ever seen this problem before and know how to fix it? any help is great and thanks in advance

alright to anyone that may encounter this problem i have solved the issue.... the reason that i was only reading a 5.13 voltage is because the voltage coming from the pcm relay was 5.13v the relay was corroded on the prongs and on the inside from being out in the weather before being installed in the car and sitting caused it to stick the relay hope that anyone else will find this helpfull.
