I had the same wheels and had the same problem with my '86 Capri. I bought some 1/4" spacers to put on, but then I discovered I'd need longer lug studs if I used them. So, I went through the hassle of pulling the front rotors and rear axles to press in longer studs. That's what you're gonna need to do if you want to use those 9" Cobra Rs.
Or..... you could just sell me the wheels since I'm already set up to use them and have been looking a few months now for a decent set of 17x9 Cobra Rs.

If the back ones fit then your fine. For the front, you're going to have to do what he did to get spacers on there... or bite the bullet and get different rims. If you're hitting the strut, I'm interested to see how limited your turning will be before your rim hits the lower control arm.
With my sn-95 spindles and brakes, and more backspacing than you, I can only turn the steering wheel 1 1/8 rotations each direction before hitting the control arms... which is more than most people until you go tubular.

They WILL go on and they WILL work, but only with the 1/4" spacers.
You MUST use them on the front as well as the rears too... even if the rears fit, it's going to look funny with spacers only on the front becasue the outer lip of the rim is going to stick out further in the front than the rear.
My '86 stock actually has a narrower track in the rear than in the front to begin with, so only using spacers on the front is going to make this situation even worse.
I used a 1/4" spacer on the front and a 1/2 spacer on the rear... this made everything look right and I had no rubbing on anything on the front tires either.
Here's a pic of my '86 Capri with that set up and Eibach lowering springs to boot:
