Seat Belt Help

My passenger front seat belt won't come out all the way on the bottom strap. It's on a '93 gt convert. Thanks, Q

Pendulum probably is engagedby a coin or other foreign object. Short of looking inside buy another. Take apart the cover and look, what the hell is broke now.
