I dont think a 91 cluster will work properly in a 88. You need a 87-89 cluster.

The lights should work I believe. I think the reason the 90-90 cluster doesn't work is because of fitment issue's. But as for the lights not working, pull the bulbs out of the cluster and see if their blown or burnt out.

87Stalion is right, the 87-89 and 90-93 clusters are different because of the 90-93 steering wheel has airbags, so it doesn't fit properly... Also, the slosh modules for gas reading is different. I know that each section of the 87-89 module will come apart. I took the speedometer portion of a 140mph cluster out of one cluster and put it in my known working 85mph cluster... that way I didn't have to worry about all the other gauges working or not working properly. The only hard part was changing the milage to match the vehicle it was going into... which was a PAIN IN THE A$$.. Good luck, I hope this helps.
