Default why does my car run dangerously hot

so i blew a head gasket a month ago. bought new mls gaskets, and sent the heads off to the machine shop. they came back fine. so when im doing city driving, or just let the car sit at idle, the temp gauge creeps up dangerously hot, but yet highway driving it fine. i put some of that red line water wetter in. it didnt help. i wrapped some of my hot piping. didnt help. so i took the hood off, and that helped a lot. wtf is the deal????

has a new thermostat. Still on stock belt driven fan. Could it be the radiator? Maybe it can't keep up with the heat from the turbo set up?

its...
a...
fan...
problem.

If its still the stock fan, See if the fan will spin when the car is cold. It should spin freely with some, but little resistance.
Warm the car up... shut off the car, lol.. then try to spin the fan by hand. It should be SIGNIFICANTLY more difficult to spin. If it is not... replace the clutch.

People, this is why Adder is saying it is a fan issue. At slow speeds the fan is not pulling enough air over the radiator to cool the engine. At highway speeds there is enough airflow that the fan does not matter. Makes a ton of sense to me, and it would be the very first thing I would check.
