Default Idle Surge Question

I found a vacuum leak near my firewall, so I plugged it. Consequently it changed my idle so I began the process of resetting the idle (reset computer-unplug IAC-adjust idle with throttle set screw-and so on).

My idle has subsequently taken on a surge, even with the IAC unplugged. I thought this was impossible... I believed the IAC was almost always the actuator of surging, but clearly I was wrong.

What can cause surging even with the IAC disconnected? Thank you.

Check for any vacuum leaks?

The thread was started because I found and plugged a vacuum leak, upon which time my idle began to surge. Should I check for more vacuum leaks? Probably, but suppose I don't find one: can idle surge without the IAC connected? That's what I'm wondering.
