need help on 1988 Mustang GT Just bought.

Default need help on 1988 Mustang GT Just bought.
Water Temp guage does not work. According to the fuse panel there is no fuse for the guage. We tried unpluging the wireing harness at the sending unit. With the key on neither one of the wires are hot but we dont know if they are suppose to be. Does anyone have any ideas on the proper way too trouble shoot this problem or any suggestions on what part it could need?
