Default bad harmonic balancer or something else?

Hey guys, been having a rough idle and stalling problem with my 92 lx so i wanted to undue the timing advancement the previous owner made, put the car back at 10 degrees,do a base idle reset and basically start from scratch to rule out possible issues with the car.

My problem is the TDC mark is nowhere near the timing mark within the rotational limits of the distributor as far as it can go either way. Basically, if i turn the distributor until its resting up against the upper rad hose, the TDC mark is still about 90 degrees off. Does this sound like a bad harmonic balancer?

Possibly. Look for peices of rubber coming out or missing from the balancer. Does your car shake at all?
