Air check valve lets air go one way, sometimes doesn't even do that. Check diverter valve by the pump is it switching when vacum applied? Air upstream and downstream have a cap on top , pull off, see the foam filter? Remove filter blow dust crud out reassemble check again. Put vehicle into continuous monitor test mode. each time throttle is moved from closed to wot will operate the solenoids. Have vacum pump apply vacum and gauge to other end see if is working.
