Default Timing Question

I set the timing in my 1988 5.0 LX convertible to 10 degrees with the spout out. When I hooked the spout back up and checked again, I was running at 22 degrees. Just too see what would happen, I moved the base idle to 12, and after reinstalling the spout, still 22 degrees. What am I missing here? The only modifications during this rebuild where a gear drive setup, and an E303 cam. I know the cam is not supposed to work with speed density setups, but I know I am close to sorting this thing out.

The ecm adds and subtracts timing and keeps it constant under certain loads, just because base is higher or lower dosent mean ur idle timing will move!
