The radiator cap is not supposed to spray coolant, I would suggest replacing the radiator cap before anything else...

so even when the engine is cold should the overflow stay full. And the engine still is hotter than usual

What? The cap is designed to hold 16lbs anything more it opens and sprays into the overflow hence (overflow)! A cap adds to the boiling point of the coolant! 2* per lb i believe that is its main function!
If the waterpump isnt seeping coolant or squealing its ok 99% of the time but i have seen on with the impeller vanes completely rusted away from the use of water instead of coolant!
If you have a spring tester use it to see if the cap is bad, if the spring collapses under 16 lbs its bad!

be sure to bleed the air that gets in, it will make a air bubble in the motor causing it to run hot right off the bat. I learned the hard way,the problem started when radiator got low and my girl kept driving it (every few days had to add fluid, overflow had a crack in it) added fluid but ran hot as hell thought water pump was bad or blown head gasket. changed water pump was pissed when finished and still ran hot . took cap off,**** load of hot water went every where so i stuck my waterhose with the twist sprayer in the radiator for a min on full pressurew spraying water in it and looked at temp gauge and temp dropped from the l on normal to the r and was all goood then.was just air in the block. least i know no problems with water pump (new)
