Default 1990 Mustang GT fuse panel issue

Is my fuse panel supposed to be mounted like this? Seems like it's really in the way of my left leg while driving. And it just looks too "out in the open"

Found my fuse panel cover under the hatch carpet, but it doesn't look like it'll even cover this stuff up. If someone could show me a picture of how it's really supposed to be in there....that would help immensely! Thanks in advance gentlemen!

Someone got tired of crawling on the floor to see which fuse was blown and decided to bend the bracket down. You can probably just push that back up into position, but check that as you do it, you aren't pinching any wires.
