Default EGR Plate, Vacuum Connect

I had my car getting smogged and the guy said something like he had to re-route some vacuum lines to the EGR because they were all disconnected which is illegal. He also said the EGR plate might have to be replaced if it is gone, or doesn't work.

After all said and done, will this hurt my performance or enhance it? Im not familiar with vacuum lines or much else...
