If that doesn't work, the previous owner may have swapped in a thermostat with a lower threshold. Try a 195 if the sender isn't the issue.

everyone basically already hit on it but my just curious question is how hot does your heater get?

If the fan is kicking on then the engine should still be reaching over 200* to kick the fan on.
