If I am getting machine work done at a shop, should I also have them port the heads? About how much should that cost?

if the shop can port and you can afford it yes if not then dont worry about it. porting can cost anywhere from 300 to 800

that cam and those heads with stock intake youll see about 30hp hopefully. [remember i shoot low on my figures]
that is about 30 before gasket matching the heads right? will doing the gasket matching make any significant difference?

When gasket matching, only work about 5/8" into port and take your time and be careful.
I would use stones, not carbides as stones go slower and will give a better job.
Port matching does make a differance, thats why NHRA won't let the stock eliminator cars do it....
If you have about a 3200# car, 30 HP should see about .2 off the ET, more with a careful port matching, maybe another .1
that.30 all togather......

I know its really hard to say but does anyone have a ballpark estimate of what time a good driver would get with my mods and the heads and cam in the 1/4 mile?

Ive been thinking about it, and i decided that i want to get some new roller rockers for these heads too. If I get 1.7s will i have clearance issues with the e cam? should i just stay with 1.6?
