Default hesitation at low RPM

This problem surfaced a couple of days ago. It seems to happen after I go around a turn and begin to accelerate again but sometimes does it while cruising. It only does this in the lower RPMs.If you have your foot into it while it is sputtering and poping, the engine eventually springs back to life with full power for that throttle poisition.

I am concerned because there have been instances where the car has barely been able to make it out into traffic when leaving a parking lot. I have no idea where to start looking for problems.

While hesitating, if you try to give it more throttle, the RPMs barely increase and you can hear a popping noise from the exhaust up front. Anyone with ideas please reply!

Gas tank baffle. Replace the tank.
