Any idea what the black box inside the passenger fender well is? Better yet, what is it "supposed" to be connected to?

Without a picture it's hard to say... is it a small cube, about 1.5" on each side, with a 3/4 pin connector? That's probably the A/C WOT relay.

Sounds like you are talking about the charcoal canister, its connected to your fuel tank i believe it is smog related

yeah, if it's a black box about the shape of a book with two round things on top and hoses coming out of it, that's the evap can. condenses evaporated fuel from the tank, and stores it until the computer commands the attached solenoid to open, allowing the engine to suck the vapors in.
