You use the term 'cut' rather loosely here, I wouldn't advocate cutting anything. If you want to get rid of your cats, you buy a cat-less mid pipe. Much less hassle.

Yes for what most shops charge to remove and replace the cat with pipe you can by a aftermarket piece and not have a hack-job mid!

Plus if you do that you can get most of your money back from selling the converters for scrap!
The exhaust shop will keep them and sell them for you after charging you to do the work!

Im not sure how things are where you are from , but in ohio there isnt a shop around that would even touch the exhaust with out putting cats on . It is illegal here to remove them but they only have inspections if you live in one of 7 countys so most pple cut em off and weld in some mid pipes themselves. Thats what I did with mine.

The problem with cutting them is inspections. If you have state inspections, but still want no cats, the best option is buying a $100 mid pipe that doesn't have them, and swap them 'round when you need to.

The location part of the info column says it lol! and its quite common around here to get them replaced!

(Ignorantly) like i stated, buy a mid and sell your cats get money back! simple thought process even for us rednecks lmao!
