I have a friend who bought a 88 5sp t top car and let a shady mechanic work on it for 6000, her cruise control isn't working and she was told shell have to replace the steering column wiring, can anyone help with what to hunt down first like a loose vacuum line or fuse

It could be a lot of things such as the wiring in the column, vaccum motor, brake switch, speed sensor, ect ect.........where to start?? to inspect the vaccum motor, inner fender lining has to be removed
