Default Spacer on strut tower?

On my friends 95 he's got 2 different size spacers, about an inch and the other half an inch. both on each side. I'm thinking there are to lower the car a little... opinions please thanks.

If he's got lowering springs on it I would think that maybe the spacers are to fill the gap where there would be no thread from the shock? No wait, does he have coilovers up front? If not that wouldn't work, that wouldn't actually lower anything, that's not putting anymore pressure on the shock as its split in the middle, it's not designed the same as a strut.

If its coil over strut I'd say yes, if its shock then no. Can you get a pic from the underside?

that spacer keeps the stock strut tower from being over compressed with the use of lowering springs. It allows the strut to keep its full range of stroke and keeps it from bottoming out.
