Default Breaking up/holding back around 4,000rpm

Got the car back on the road this past weekend...gave it a full tune up. Autolite copper plugs gapped at .54, new cap and rotor, new 9mm wires. It is holding back around 4k for a few seconds then goes past it. I have a bbk adjustable regulator that I think may be bad. The fuel pressure drops once in a while when I press the gas and it won't go any lower than 34 at idle with vacum on. When I changed the plugs cylinder 2 was a weird brown color and looked pretty dry, not sure if maybe that injector is clogged. It definitely doesn't have the power that it should. Should I change the regulator and injector?

Take a picture of the plug. Leaning out (clogged injector) usually gives the plug a white hazed look, not brown.

Forgot to mention that the car idles great and runs great till it hits about 4k. I will try to post a pic of the plug

looks like additives in the gas you use, when I use to run NOS octane boost, it'd turn my plugs orange in color

The only thing I've put in was iso heet when it sat for the winter...should I check the timing and make sure it's not advanced too much?

Fixed the car today...my bbk adjustable fuel pressure regulator was bad! Put in a new stock regulator and it ran perfect! Is 36 psi at idle normal? I have a Walbro 255..stock injectors. I just thought I've read that stick pressure was usually around 33
