I would use a pry bar (or big screw driver, or metal bar) versus a mallet.

Default rack and pinion

so i took me rack down to change out the oil pan gasket and yes i did it without lifting the motor at all but no i have everything back together except i cant get the rack to slide back into the steering column gear holder thing... "pardon my ignorant terminology" im new with mechanic stuff i have zero experience minus working on a jaguar for the last 3years...I marked the gear and column before i took it off and i still it wont go in and the steering column moves to much wen i whack it with a mallet it wont go back and i cleaned and greased the crap out of it and i no there is one flat side...help i pretty much have to be done with this car in the next 3hours to leave for work!!!!

Stop whacking it with a mallet lol . You may need to have an assistant to help you line up the shaft from above while you slide the rack into place. The 94 up mustangs use a slip shaft that makes this a lot easier to do , but the older ones use a solid shaft that has a slip shaft inside the cabin under the column . I am pretty sure the slip shaft on the 89 is under the dash in side the car, but with out looking at what you have I couldn't say for sure. The easiest and quickest way for you right now it have someone help you .
