Summit dropped the ball on the Hays clutch that I wanted, so I'm thinking of going with the king cobra, but americanmuscle.com says its only rated for 315 hp. I've got a .030 Windsor with cast e7 heads, edelbrock air gap manifold, Holley 650 4bbl, and bbk shortys. Will I be pushing the envelope with that clutch?

If you don't plan on going with a blower or Nitrous in the near future, the king cobra clutch will be fine. They can definitely hold a lot of power, it's definitely how you drive the car!
I think the clutch will be fine for some 3K launches, as long as you're launching properly. I ran a King Cobra clutch in my 1993 Foxbody with full bolt ons, heads, cam etc.. and it was fine for the length I had the car!
