Exclamation Spout problem

Recently having problems with my 91 fix. When I checked timing with spout plugged in it won't advance like it is supposed to. The car backfires and it losses the tach signal. I changed the ECM icm and distributor. Checked for a open in the spout circuit. Just don't know what's going on.

Just to clarify, you set your timing with the spout out first, say 10', then you reinstalled spout and timing was still at 10' ?
