Default Could this bad gasket cause my regulator to no adjust?

Would the gasket on my bbk adjustable fuel pressure regulator being bad make it so I can't adjust the pressure? It had about 1,000 miles on it when it started acting up

then if you adjusted the FPR and no change the FPR is shot.
