Could this bad gasket cause my regulator to no adjust?

Would the gasket on my bbk adjustable fuel pressure regulator being bad make it so I can't adjust the pressure? It had about 1,000 miles on it when it started acting up

No it wasn't leaking any fuel

then if you adjusted the FPR and no change the FPR is shot.
