I've notice that Fords in general like to "hang" the RPMs when revved and are kind of slow to come down to idle, but if you're saying that the RPMs stick where you left off at the rev then I'd check everything from your accelerator pedel assembly to you're throttle body, including the cable and linkages for binding and what not.

How bad do the rpms stick? On my mustang, after changing the spark plugs, i woudl rev it up, and sometimes it would just stick completely at 3500 or so. Turns out i broke off part of the end of the cruise control cable, and the throttle cable was getting snagged on the edge.

I tore the TB apart over the weekend and cleaned the hell out of it and while I was there I checked the throttle cable still no change. And yes the car idles like crap when setting still. I have check for vacuum leaks and can not find any.

swr73 mine does the samething hangs like 1500 or a little higher then falls in about 2-5 seconds. mine is a vaccum leak somewhere because its 8-10 hg at idle and when its at 1500 its about 18-20 hg

Tims 88GT, Thanks for the reply. I've attempted to look for vacuum leaks so far I have found two leaks and repaired them. I am going check each hose one by one this weekend. I was also playing with it this evening and unplugged my IAC and the idle stopped hanging but the car still idles like crap almost sounds like I have a cam. I will reply back if I come across anything else, please do the same.
