Default pulley system issues

Just got a '99 mustang with a 302 in it, not sure what year the 302 is but for some reason the pulley system isn't lining up and the belt is too small in width. is there a quick fix to this issue and would this issue cause the radiator to over heat?

Pictures would help. but if the belt is slipping on the waterpump then yes it could cause an over heat.

I assume the car is an old carbureted 302?

Also could i just order pulley spacers to bring the crank and water pump pulley out?

Just from looking at that picture I can tell you why it over heats. There is not enough surface contact of the belt on the water pump and it is likely slipping.
That alternator needs to be on the other side of the engine, I don't think I ever seen a 302 with it on the drivers side.

You have a lot of reconfiguring to do.
When I did my old 68 302 in the 95 mustang I had I used a double crank pully and 2 separate ribbed belts . 1 to drive the alt and and water pump and 1 to drive the power steering pump. The kit was kind of expensive and if I had it to do again I would go to the junk yard and get the bracket from a wrecked 94-95 mustang.

You could probly get away with a longer belt and adding an idler pulley to the passenger side of the engine so that the routing looks like this below.

As for the alignment problem I think they used a 5 rib belt in place of a 6 rib belt just so it would line up with the pulleys As long as the belt isn't squealing or jumping off it should be ok, but I would personally reconfigure the entire system by getting the brackets and pulleys from a junk yard for a sn95 5.0.
