Default vss help and connections

hey guys couple quick questions. what is the vehicle speed sensor control?is it only a sensor or does it influence other parts of the computer. I ask because I pulled mine out and it was clearly Worn on one side. I've been having issues with hanging idle and the IAC acting funny. is there any connection between these two pieces? any information would be

The vss will hold the engine to a fast idle with the transmission in neutral until the vehicle speed is zero, when it will allow the engine to drop to idle.

I believe my vss may have been malfunctioning as it is worn on one side.. it appeared it was to tight (whoops) and sat slightly crooked or with side pressure. I was having issues with hanging idle between shifts and slow idle fall (no vac leaks found, new iac, ect..) could this be part or all of my issue?
