That's not plugged, its a broken bolt.

You could try a drill and easy-out, but you have to be careful. It looks like they bottomed the bolt out on those threads which means its not going to come out easy.

Probably. Serves me right. I'm going to try heating it up, PB blaster, and tapping it one more time, but if that does not work .... easy out. If the easy out does not work, I call the tig welder guy. If he fails. I'll fill it and make a new hole. Either way it will work. I would just REALLY like to not have to drill it because there is a valve right behind that hole. If that wall gets penetrated.... I need a new head and I'm f'd.

On a happier note, everything else is going well. The engine bay is looking great. I wanted to show you guys how it came out since you talked me off the ledge from painting it a few months ago with the motor completely intact. Wow that would have been a mistake. It was challenging enough with it down to the block, but do-able. The first picture was taken just before I started this project. The other is just after I put the heads on. I'll show you guys more pictures when I'm done.
