Hard to tell from that picture but from what I remember on my 93 that wire stays on the clock spring. There should be a bunch of little wires in the wheel behind the airbag connected to the switches and then I think there was one connected to the wheel. Been years since I looked at one that I cant remember. I do know that the clock spring had a wire sticking out of it though.

I'll look further into what you're saying. I was looking at that and wondered about disconnecting it there.
I was sure it just unplugged from the steering column. It seems like some oem electrical connectors are designed to be a puzzle.
