Default Valve Seal Replacement

My 95 GT is smoking a little right when you start it up and also if you get on the gas hard it lets out a big puff of white smoke. I'm assuming this means i need to replace my valve seals. The car only has 46K original miles and it sits alot. I try to run it at least once or twice a week but it's sitting most of the time. Am I right in assuming valve seal replacement? If so, what's an estimated cose in replacing those and is it a pain? Also, would it be a good time to upgrade the cams if I have to replace the valve seals?
