I don't have any experience with these. But after a couple minutes looking at pictures of block heaters, it looks like you should be able to just pry it out (after draining the coolant, of course). The images I see show a large o-ring behind the visible cap. Beyond that is the heating element.
If you can pop it out without damaging it, you should be able to put a new o-ring on there and re-install it. Be sure to clean the bore of any rust or scale first, and lubricate the o-ring in petroleum jelly (Vaseline) so it doesn't get damaged during install.
But if you don't want a block heater, I don't see why you couldn't just put a freeze plug in there instead...
