Headlights not getting power

Headlights not getting power
I'm working on a 93 cobra that has power to all lights but headlights and fog lights. Fuses are good, traced continuity from the fuse box through the switch, all the way out to the headlights but when I plug everything in, and power up, no power to the lights. I thought maybe a dead short in the under hood harness but I'm not blowing fuses and all the wires from the fuse box to where the wire loom splits to go to the two lights is good. ( I un taped and exposed the whole harness to that point.). Grounds are good (again continuity check). The car was bought in this condition with the previous owner swearing it was just bad bulbs. A new switch/ pigtail was installed before I got ahold of it so I ruled it out.... am I missing something? Any thoughts?????
Thanks,
Brad

You did try new bulbs right? Sounds silly but Ive seen bulbs be bad and cause problems. Ive got an LX so I took the fox light wires out of my harness when I rebuilt the car. Been a while since I did it but everything is connected together up there. I want to say there was a fuse link on them but cant remember. Ill look at a diagram to be sure.
Alright looked at a diagram. There is one fuse for the fog lights which is fuse 15, 15 amp, that runs to the fog lights. The headlights split off before the fuse. The headlights should be fused as well just not sure which one. I dont have my book right now so using Alldata.
Try doing a voltage check at the bulbs and a voltage drop on the bulbs if you have 12v at the socket. Even though you show continuity you may have a broken or stressed wire causing the voltage to drop somewhere other than across the bulb.
