idle problems

idle problems
i did all the stuff on this site http://www.muscularmustangs.com/iac.php except for the setting the tps didnt have time but it seems to stick inbetween 1-2k after i let off the gas and sometimes the pedal is hhard to push when i first start it, did i screw the idle screw in too much? sometimes the idle drops down to 8-900 where i want it but it only stays for a little bit and goes back up any sugestions?
