Either the ring terminal for the wire has a crimp thats loosened up,the wire is broken internally or the wire is broken where it merges with a fusible link. This is a common location for corrosion to start. Its most likely the 20ga link with the black/orange wire (EEC Relay) on it or the 18ga link with the orange/blue wire (FuelPump) on it.

A detailed wiring diagram is linked below.

It is a darker green colored wire and its down by the fusable link can I just cut that out and put in a actual inline fuse?

Its not really a good idea to substitute a fuse for a fusible link because of how a link functions.Napa sells fusible link wire I believe. You might be ok running an inline fuse temporarily for trouble shooting purposes. If it solves your issue, you can then replace the temporary fuse with the correct gauge fusible link.
The link is chosen by the wire size its protecting. The following info illustrates this.
(Jrichker @ SN)
18 gauge wire = 5-8 amps
16 gauge wire = 10-12 amps
14 gauge wire = 15-17 amps
12 gauge wire = 20-25 amps
10 gauge wire = 30-40 amps
8 gauge wire = 50-60 amps.

Fusible link/Gauge colors
20 Gauge Blue
18 Gauge Brown or Red
16 Gauge Black or Orange
14 Gauge Green
12 Gauge Gray

If you do have a bad fusible link, check it to see if the wire just broke from age or corrosion or was it a short?? It'll look melted or burnt,if a short caused it.You need to locate and repair the short before installing a new link.If the link broke from age,you can go ahead and install a new link.

been a while since I have messed with it until tonight . It was right below the rubber part. Got some fuse link wire from Napa and fixed it tonight back up and running again! Thank everyone for your help.
