Default Will not turn over

I have an 89 Mustang GT 5.0 L. When I turn the key to start the solenoid clicks one time and then will not click anymore until you turn the key off wait a few seconds and try again. The solenoid can be Jumped across and the car will turn over but not start.
The car was in high enough water to get in floorboards. A little higher on passenger side than driver but definitely not up to any wiring under dash.

Failed to mention car ran fine until water issue. It was not running in water only sitting.

I replaced solenoid.

Any other suggestions.

If it got to the floor boards it got to the starter. It sits low on the passenger side and it doesn't take much to lock up the starter. Give it a few taps with a hammer and see if it will turn over.

I can use a remote starter and jump across the solenoid and it will turn over fine. Thanks for reply.

Check your fuel pressure and confirm spark. Can you hear the fuel pump run for a second or two when you turn the key to on? If the water got the carpet wet it could have easily gotten to the fuel pump relay under the driver seat.

Ignition switch, bad ground, faulty wiring, and I've had new solenoids that were bad from the start. Import solenoids are not good quality if you went that route.

When you jump across the solenoid is the key on? If the key is off when you do that it will crank and not fire.

Yes it is on. Can the computer cause this? It is on the low side and could have gotten a little water.
