Default Rough idle, KOEO and KOER does not work

1995 GT has been up on stands in garage since July for a new clutch, oil pan gasket, lifter cover gaskets, etc . . . Got it back together this week and started it today and had a very rough surging idle. Went to pull codes and cannot get the tests to work (I'm using the check engine light). I've checked all my connections and they seem to be clean. What are the reasons that the tests might not run? Thanks in advance.

I would let the car run for a while at full temp (10min at operating temp) then try pulling codes again

Yeah, I gave that a try, no so much for the full temperature, but I thought maybe since the battery had been unhooked for 4 months it might need to run for awhile. Did not make any difference and was not fun listening to it labor in idle for that long.

Yup, that is the test procedures I'm using. This morning I'm going to try the test light method and/or the analog meter and see if it makes any difference.

Well I've tried the meter, light, SEL with no luck. Tried engine on, engine off, clutch in and out. No luck. Is the only reasonable conclusion that the EEC has failed?

I guess that's a possibility, ......rare, but possible.

I did have mine fail a couple years ago, and at the time Advance/Autozone carried remans for $100. Worked great, but they don't carry them anymore and I hear it's getting harder to find them.

EBay, Craigslist, and local swap meets would be my choices to search first for used ones. But your taking a chance....

Well slowly working my way through possible problems. Coil is good, 12 volts at ejector #1 good, ICM good, PIP good. Checking spark at plug next. Interestingly car will not start and run now. Would start right up as of Sunday but run rough.

If spark is present, check fuel pressure next.

Ok, I've got spark at all 8 plugs. Car is back running. While I was checking about the 4th or 5th plug wire it started right up. Still running rough and seems to be running rich. Orangepeel, I'm thinking I've got more of an air sensor problem than fuel pressure. I pulled the wires on the MAF and the air temp sensor and there was no change in how the car was running. I think that is my next step.
