ya if you want a V8 you usually dont ever want them to go that high. if you have a 4 banger then you might or a crotch rocket they like reving high.
No there are lots of reasons why you might want/need a V8 that revs that high, and yes it is totally possible. I am just wondering why he wants one, is it because of a class he wants to race in and thats what it takes? Or is it that he thinks he will make more power? It all depends on goals not if its a 4 cyl or v8.

i just like high reving motors i don't know why i have allways like them., also i allready have a bike it revs to 14,800 rpm. i think bikes are really what got me into high reving i love it. plus i want something diffrent. i will drive it on the street but it will not be my daily driver. i will take it out on a nice day and hot rod it. beteween riding high reving 2 stroke dirtbikes, and high reving sportbikes i just like the sound. but i might end up bulid a 400+ ci motor that revs to 7-8k. this why i'm trying reash. my turbo is a t88 clone it suports 1000horse. and my nitrous system can put out to 250 but i'm planing on just runing a 25-50 shot to help intercool and spool the turbo. and i'm going to run low boost on my current motor.

i run more rpms than that my r/c truck runs 32,000 lol, but anyways, i see where you are comming from high reving motors are cool, but you need to build your 351 like a nascar motor that will get you the rpms you want.

i dont see the rice in it. higher rpms have nothing to do with rice. there is more power potential at higher rpms, he will just have to sacrifice torque. its all up to what he wants out of the engine.

no he wont have to sacrifice torque because that is why you have someone grind you a cam.

when u grind a cam, you design it to make power in a specific rpm range. in a high revving engine, it might be 6k-8k. street oriented might be 2.5k-4.5k. in general, torque is low end power and hp is high end power. therefore you either tune for torque or hp. for example, a nascar engine may make 800 hp, but it only makes 500 lb/ft of torque (estimate). a stock 302 makes 225 hp, but it make more torque. a good cam specialist can grind a cam to get try to get the most out of both, but it will never be able to make insane amounts of both (without power adder)

no if you can have a cam that pulls from 1500-6500 than you can get a cam that will pull from 1500-8500, call lunati and tell them you want a cam to pull from 1500-8500 and they will say ok and send one to you, i know i call and asked, the can make anything that you want. my uncle has a comp cam that pulls from idle to 8700 in his 289

It's your money to waist. Honestly you are making it harder and more costly than it has to be. Doing it "just to be different" is not a vary valid reason, either you want to be fast or not, and having a high rever is not the cheapest or easiest way to do it. To reach your 9000+ rpm goal you are looking at at least $10000-15000 for the engine.
