Highly suggest keeping them if you are using the stock upper and lower control arms. They help keep the car from having wheel hop.

I am trying to put 18x9.5 with a 35mm offset wheel on and that is the only thing thats going to be in the way. Is that all they do is control wheel hop? Do I need to change the arms to prevent wheel hop then?

Yes, if you decide to toss the quad shocks, you will need to either buy stronger control arms, to make up for the loss, or take a chance on breaking something in the rearend when it wheel hops.

For the most part that is not true. After 15+ years, they are probably blown or worn out anyway, so all they are doing is taking up space in your wheel well. I would ditch them if you're going to be throwing on a bigger tire. And if you don't drag race the car, you are not going to have to worry about wheel hop. Seems like everyone on this forum thinks everyone is building a drag car. Anyway, that is my .02. Ditch them they are useless.

I do however suggest new upper/lower control arms anyway because they will give better handling than the stock flimsy units.

That is of course ASSuming he doesn't ever try to race the car. I had wheel hop a few times in my 1998 GT. The rear suspension was completely stock and I was putting 209HP to the ground, I know, that's crappy, and that's why I got rid of it and got a Fox.
