Parking Lights only on Side Markers??

Parking Lights only on Side Markers??
When my parking lights are on, only the outer (side markers) are lit.....the inside ones only light for the blinker.....is this normal?
I have seen Foxes where both amber lights (inside and outside) are on with the headlights off.....is this perhaps a GT thing? Or are these people wiring them up different??
The reason I ask is because I came across a YouTube videoas saw this Cobra's parking lights:

Look at the 1 minute mark and you can see his parking lights.......

I plan on doing a nice headlight overhaul
Buff out some yellow, change my parking light bulbs, change my sidemarkers to clear lenses, and get some 8k HIDs (Maybe 6k, not sure
)
