im thinking like in baking time maybe they are sprayed with the ceramic coating and then slightly heated? but not cured?
kinda like powder coating if you dont fully bake it it might be hard but not cured

Ceramic coatings have to go through several heat cycles before they are fully cured. If you read the small print, most companys say it voids the warranty if you break in a new engine with their ceramic headers. Dont ask me why, but I have seen it quite a few times.
