Default Emissions Failure - HC

I have a 1995 GT with about 190k on it and it failed emissions for the first time. It looks like HC's are the culprit. I have replaced plugs and wires (Motorcraft) and run that GTP stuff through it and it still failed (164 , standard 74). I am going to try the RXPas several have recommended it. Should I look at 02 sensor? If so, where are they? I just replaced the whole h-pipe so I know the one in there shoud be okay. I did have amuffler shop saw it could be the CATS but those are fairly new (2 years or less than 30k on them)Question....what else should l look for.

Also, my old tests show the standard was 220 and now they show it as 74. I live in the DFW (TX) area. Did the standards drop? that would certainly make an older car much harder to pass.

hc are unburt fuel...have you run a koeo/koer test to check for codes?? and have you changed the oil to?? oil saturated with gas/ hydrocarbons can hurt your chances at passing..also make sure timing is set to factory spec

Yep, changed the oil before I ran it this 2nd time, even went synthetic. I didn't want to put another $40 to fail but I have. So I got one more chance for free and I do want to do anything affordably possible to pass this next time. I just put a brand new K&N filter on it forgrins. Any other ideas? What about the 02? If someone can tell me where the one not on the exhaust can be located I may try that. Any other ideas before I run this thing back in in 15 days let me know.....I am running out of things to check.

Tell me more about the koer, etc...not familiar with that.

here ya go......as for a o/2 not on the exhaust?? thay are on the h-pipe right before pre-cats one for each bank = 2 in total

Cool! That is some interesting info. I will make good of it. Thanks. The reason I asked on the location of the 02 sensors was because my Chitlins's manual said there was one near the cats and it made it sound like the other was off the exhaust manifold. So on the 95you are saying that there are only the 2 on the pipe near the cats? If so, those should both be fairly new. Thanks for the info hookup.
