Default 5.0 Fuel Issue (I think)

I'm posting this for a relative that asked me about it b/c I've been into 5.0 for over 10 years. anyway, he has a '91 that he just replaced the fuel pump and fuel filter on and it will not run. He replaced these items because the fuel pump originally went out (or so he thought). Anyway after replacing both the fuel pump and fuel filter he now has pressure at the fuel rail (something he didn't before). The problem is he don't have a way to measure the pressure so we don't know exactly how much it's outputting. It must not be enough to push fuel through the injectors or there may be an injector/pressure regulator issue here because the car will not run. It will run however if you spray either down the intake however. So it's getting spark and such. But will not catch when trying to crank it on it's own.

One fact that I thought is very weird is he says the fuel pump will run continusoly now. It's suppossed to run for about 2 seconds on key turn and then run continously once started.

Any ideas would be greatly appreciated I'm going to e-mail him my wiring diagrams so he can trace down fuse links and such to test.

did he put the hose clamp back on the pump? might be bleeding off in the tank
