the rasiator bubbles and flows but the waterpump doesn't make anynoise so i'm not sure if the pump is bad or not.

I have seen a few cars including Fords rust the water pump blades off they still move water but just not enough at speed to cool the motor in case you put a rad in it and it don't fix the problem. Like said above make sure the fan is going the right way is the fan moving enough air did you replace the fan clutch? I have seen some mustangs over heat due to not having the small chin spoiler that bolts to the lower core support under the bumper also. is that in place?

I had the same problem on my 4banger DD and i had a shop do a complete radiator/coolant system flush and presto no more problems.

Replace the Radiator and you could try using less anti-freeze and more water. You can also usea bottle of water-wetter from RedLine. I also question the elec fan and if it is good enough..
