you can buy a rolling chassis now.
then in a year i'll sell you the 302 that i'm going to start rebuilding and putting on an upgraded hci.
but yes they're very good project cars the motors take well to mods, and fairly easy to work on and learn from.
the deals are out there my friend found one a while back an 87 with 77k miles 5speed that had no 5th gear and needed paint for 900.

i wouldn't recommend buying someone elses unfinished project... as ive learned from personal experience. i guess unless you know them to be at least somewhat mechanically savvy.. when i got mine i basically had to tear everything apart and start over... all the good parts were there, but i could have saved myself alot of trouble if i had been paying more attention.... i guess what im tryin to say is dont jump on the first thing you see unless you know that its a good deal...

Focus on finding rolling chasis with a solid core to work on. Find one that has not been in a serious accident, no rust problems, straight body and straight frame. Find one with NO engine and NO transmission. Take your time and build itup yourself. I can promise you that if you buy some $2500-3500 stang you are only going to find one that is going to last a little while before it craps out on you. Buy a good solid roller for cheap and build it OR save up $5500+for a decent complete car.
