Default is it the master cylinder

Alright, just wanna verify my thoughts are correct. My 87 lx is having brake issues. When I press the petal it goes very close to the floor. If I let off of it and press it again it firms up some (bout half the distance to the floor) and if I let off a third time and press it again it gets to where it should be untill I let off and drive down the road and have to stop again. Then I have to start the whole process all over again. What do you all think, master cylinder or what?

first I'd make sure the rear shoes are not worn out causing excessive out of adjustment, and if adjusters are free and shoes are fine, try adjusting the rear brakes before condeming a master cylinder
