Whatever it may be its not OE.
The only electrical component that is black on a firewall of an 89 is the BAP sensor and what you're showing in not the BAP sensor .

looks exactly like the sensitivity adjustment on old school alarms...thats an odd place to put it but im pretty sure thats what it is.

i had that in my car too.... i think it is for the alarm it had at one point...i just took it off
