instrument voltage regulator

My temp stays down under the 130 mark no matter how long the car runs for.. and the gas is up way past full and never moves down.. and sometimes i watch my oil gauge drop down under 0 then bounce right back up .. is this what it could be.. and also where is it located?

could have a bad ground in the cluster or bad IVR

The gas gauge reading full all the time sound slike an open ground there. Is it possible that both sending units for oil and water are bad? Those should be available...
