you adjust it to keep the rear from locking up before the fronts. i know a few people who use them as an imitation line lock on their drag cars. you just adjust it so no pressure can get to the rear brakes. would'nt be advisable on a street car though.
I fiddle with it today and losen it up i fixed a problem that i was having my breaks would sometime scrape while driving and make noises i had losen it up an i did not hear one scrape my brakes also felt better.
