It's a local site with many deals on foxes. The issues with rust are only on daily driven cars. Many toys like Mustangs, musclecars, Vettes and Vipers are put away for the winter. I don't see rust being a problem there.
I bought my 93 from Toronto for $6000. It was a 137,000km car that was ONLY driven on nice days. There is absolutely zero rust and many parts have already been replaced.
It's a tough time for the economy and many Mustangs are going for cheap money right now.
As for carbs in the winter. Yes you can. These were brand new cars at one time. People bought then to drive every day, in all weather.
If you do plan on daily driving it. I'd strongly suggest holding out for a injected one, oil spraying the underbody and getting snow tires.

If you are going to be driving it in the winter, no sense in looking for a totally rust free car. At least go look at some other cars before you set yourself up for that hatch. The coupe looks like a decent deal... and no need to worry about the colour if you will be painting it.
